Tenth meeting of the Task Force on Access to Justice under the Aarhus Convention
The tenth meeting of the Task Force on Access to Justice will take place from 27 February 2017 to 28 February 2017 (morning) in Geneva (Palais des Nations, Salle XI).
The present meeting aims to provide a platform for exchanging information on key recent developments concerning legislation, policy and case law with regard to the implementation of the third pillar of the Convention and possible measure to remove barriers hampering its implementation. The thematic session of the meeting will focus on enabling effective access to justice for all without persecution and harassment. In addition, delegates will discuss issues related to (a) the scope of review, (b) adequate and effective remedies, (c) costs, legal aid and other measures to reduce financial barriers; and (d) any other emerging issues or issues of a systemic nature that might impede the implementation of the third pillar of the Convention. Furthermore, the participants will also examine tools to promote effective access to justice, including specialization of judges, courts and tribunals, e-justice initiatives, evaluation of effectiveness and capacity-building initiatives.
Format of the meeting
Each session will feature brief introductory presentations sharing experiences of the Parties to the Convention and stakeholders related to the agenda items followed by contributors’ interventions and interactive discussion.
The delegates who are interested to make a presentation or intervention at the meeting are kindly invited to contact the secretariat (public.participation[at]unece.org) as soon as possible, preferably by 6 February 2017, briefly outlining the title and focus of the presentation or intervention with relation to the agenda items.
The list of speakers will be released shortly before the meeting.

Participants requiring a personal invitation letter for visa purposes should click on the “visa required” option and register for the meeting as early as possible, taking into account the period required to obtain the visa.
Limited funds are available to support judges, experts with relevant expertise from countries with economies in transition, eligible for financial support, selected speakers and NGOs. Participants who are applying for financial support should register online: www2.unece.org/uncdb/app/ext/meeting-registration as soon as possible, but before 16 January 2017. They should also submit the completed financial support request form to the secretariat by e-mail (firstname.lastname@example.org) before the same date. Kindly note that financial support request would be considered only after submission of duly filled in financial support request form and online registration through the link mentioned above.
Wireless internet is available in all meeting rooms. Kindly note that electrical power plugs and sockets are unique to Switzerland within the UNECE region (type J, three-pin, 230 V, 50 Hz), and respectively require an adaptor, though slim two-pin plugs (type C) will fit.

The background material for the meeting includes relevant information derived from 2017 and 2014 national implementation reports and the 2014 synthesis report as well as the Convention’s Implementation Guide, the analytical studies and the jurisprudence database developed under auspices of the Task Force.
Participants may wish to submit their written statements about the recent developments related to access to justice in environmental matters in electronic form to the secretariat (public.participation[at]unece.org, indicating in the subject line “10TFAJ statement”) prior to the meeting, preferably by Monday, 6 February 2017.
In order to minimize the negative environmental impact of the meeting there will be no distribution of documents in the meeting room and we kindly urge you to bring with you all documents that you will require for the meeting.
